It aims to ensure that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law while being conducive to technological progress and innovation. The Convention defines a baseline in international law for rights-respecting AI activities and in a significant step toward building consensus on common responsible and rights-respecting practices related to Artificial Intelligence, the Convention codifies principles such as accountability, non-discrimination privacy. کنوانسیون چهارچوب شورای اروپا در مورد هوش مصنوعی و حقوق بشر، دموکراسی و حاکمیت قانون اولین معاهده بین المللی الزام آور حقوقی در این زمینه است. هدف آن تضمین این است که فعالیت‌های درون چرخه حیات سیستم‌های هوش مصنوعی کاملاً با حقوق بشر، دموکراسی و حاکمیت قانون سازگار باشد و در عین حال منجر به پیشرفت و نوآوری فناوری شود. این کنوانسیون یک خط پایه در حقوق بین‌الملل برای فعالیت‌های هوش مصنوعی تعریف می‌کند و در گامی مهم به سوی ایجاد اجماع در مورد رویه‌های مشترک مسئولیت‌پذیری و رعایت حقوق مرتبط با هوش مصنوعی، اصولی مانند مسئولیت‌پذیری، عدم تبعیض، حریم خصوصی و قابلیت اطمینان را تدوین می‌کند. https://www.cilamag.ir/article_723523_2d9c252d5c42734ebaa39e7a6f453bfa.pdf
