A Legal Analysis of the Domestic and International Protections for the Houbara Bustard Against Illegal Hunting and Trade

Abstract
The illegal hunting and trafficking of various wildlife species, which is a leading factor in their destruction, has increased significantly in recent years.The Houbara bustard is an internationally vulnerable species, listed on the International Union for Conservation of Nature's Red List, as well as the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), a pivotal international instrument for wildlife protection. Additionally, the Houbara has been designated as an endangered species under the Bonn Convention. Safeguarding this vulnerable and valuable Iranian wildlife species has become a pressing issueWhile Iran has enacted various regulations and permitting systems related to the hunting and capture of wild animals, ostensibly in alignment with CITES, numerous challenges remain in preventing the smuggling of Houbara to Persian Gulf countries. This study aims to examine the dimensions and significance of this problem, as well as potential solutions grounded in domestic and international law, utilizing a descriptive-analytical methodology based on library research.
