تهدیدها و تعهدات زیست‌محیطی دولت ترکیه در اجرای پروژه گاپ نسبت به آثار سوء زیست‌محیطی در ایران (ریزگردها)

چکیده

هدف اصلی گاپ این است که با افزایش میزان درآمد و استانداردهای زندگی، تفاوت­های توسعه منطقه‌ای را از بین ببرد و با کمک افزایش ظرفیت تولید و اشتغال بخش روستایی، به اهداف توسعه ملّی، ثبات اجتماعی و رشد اقتصادی کمک کند. فعالیت­های فعلی گاپ شامل بخش­هایی نظیر کشاورزی و آبیاری، تولید برق آبی، زیرساخت­های شهری و روستایی، جنگل‌داری، آموزش و پرورش و بهداشت است. با این حال، پیامدهای زیست‌محیطی گاپ در سطح داخلی و بین‌المللی بحث­انگیز است.
هدف از تدوین این مقاله، بررسی تهدیدها و تعهدات زیست‌محیطی دولت ترکیه در اجرای پروژه گاپ است. مقاله حاضر به بررسی مفاد کنوانسیون­ها و اسناد بین‌المللی در این رابطه پرداخته و به این نتیجه­ رسیده است که طیف گسترده­ای از تعهدات زیست‌محیطی که در اسناد بین­المللی متفاوت لحاظ شده است در حوزه سدسازی نیز حاکم است که ترکیه باید این تعهدات را اعمال کند.

چکیده [English]

GAP’s basic aim is to eliminate regional development disparities by raising incomes and living standards and to contribute to the national development targets of social stability and economic growth by enhancing the productive and employment generating capacity of the rural sector. Current activities under GAP include sectors like agriculture and irrigation, hydroelectric power production, urban and rural infrastructure, forestry, education and health. However, environmental implications of the GAP are rather controversial both domestically and internationally.
The purpose of this article is to examine the threats and commitments of the Government of Turkey in implementing the GAP project. The present paper, through descriptive and analytical method, examines the provisions of international conventions and documents in this regard. Finally, it has been concluded that a wide range of environmental obligations that are included in various international instruments also prevail in the area of damming, which Turkey should discharge.
