At the request of the United Nations General Assembly on October 22, 2025, an advisory opinion of the International Court of Justice was issued on the subject of Israel's obligations with respect to the presence and activities of the United Nations, other international organizations and third states in the occupied Palestinian territory, and in relation thereto, with the aim of clarifying Israel's legal obligations with respect to the United Nations, other international organizations and third states. Therefore, due to the importance of the advisory opinions of that Court as a general rule respected by subjects of international law, it was decided, in accordance with the decision of the Editorial Board of the International Law Journal, to publish a translation of the aforementioned advisory opinion in this issue.
The translation of the text was done by five colleagues of the Center for International Legal Affairs, all of whom are graduates and doctoral students in international law.
The references to the Court in the advisory opinion are in-text, which are included here as footnotes in accordance with the journal's style. Also, the translation has attempted to maintain as much fidelity to the text as possible in expressing the Court's words, and therefore the inclusion of expressions, names, and phrases used in the translation, including the word "Israeli regime," does not necessarily express or endorse the views of the journal or the Center for International Legal Affairs.
